Comprehensive Lessons from the Canterbury Earthquake Sequence: A Whole of Government Report

Department of the Prime Minister and Cabinet DPMC has released a comprehensive report, entitled Whole of Government Report: Lessons from the Canterbury Earthquake Sequence, summarizing valuable insights gleaned from the aftermath of the Canterbury earthquake sequence.

This literature review serves as an all-encompassing perspective on governmental lessons learned during recovery efforts following significant earthquakes and other complex challenges. The document identifies five key areas where lessons were extracted:

  1. Recovery Governance Arrangements: Insights into effective governance mechanisms that facilitated coordinated responses among various stakeholders.

  2. Recovery Legislation: Analysis of the legal frameworks in place for facilitating disaster management, rehabilitation and recovery processes.

  3. Land Decisions: Examination of decisions related to land use, property rights, and reconstruction policies post-disaster.

  4. Insurance Response: Review of insurance industry's role, challenges faced by policyholders, and solutions implemented by insurers and the government.

  5. Horizontal Infrastructure Rebuild Programme: Evaluation of strategies for rebuilding essential infrastructure like roads, bridges, power grids, etc.

The intent is to utilize this report as a foundational resource for guiding future preparedness plans med at mitigating damages from large-scale seismic events or other high-impact natural disasters, as well as facing complex challenges in general.

A media release from the relevant minister, Nicky Wagner, highlights that this document will serve as a key planning tool going forward.
