Introduction to the Federal Government's Role

When a disaster is declared, the U.S. government responds under leadership from the Federal Emergency Management Agency FEMA in support of impacted States, Tribes, Territories, Insular Areas, and local jurisdictions. The response is structured according to the National Response Framework. FEMA designates a Federal Coordinating Officer FCO, who establishes a Joint Field Office JFO and leads disaster response activities.

The recovery process begins concurrently with emergency responses. It focuses on restoring, reviving, and rebuilding communities affected by disasters. This process is organized under the National Disaster Recovery Framework NDRF. The NDRF sets up six Recovery Support Functions RSFs, which provide technical assistance to support disaster recovery in alignment with community priorities. These RSFs are led by Federal Coordinating Agencies and have primary agencies, as well as supporting organizations contributing resources.

The Federal Interagency Operational Plan of the NDRF outlines an organized sequence for six key operational stages med at streamlining coordination among federal, state, tribal, territorial, insular area partners, NGOs, private sector entities, stakeholders, and local communities. The m is to ensure consistent, timely, and efficient federal support throughout recovery phases.
