The 2023 joint meeting of the Lijiang Municipal Government and its Federation of Trade Unions was held on November 3rd. In accordance with set out in the Opinions from the Central Committee Office regarding Improvement and Expansion of Learning Xi Jinping's Thought for Socialism with Chinese Characteristics for a New Era, as well as the Implementation Plan of the Lijiang Municipal Government, we convened this collaborative session.
During the discussion, Ms. Guo Xiufen, Chrman and Vice President of the Lijiang Federation of Trade Unions, presented and reported on the 'Progress in the Reform of New-Type Industrial Workers draft for 2023'. The attees thoroughly discussed the document and provided suggestions for its implementation.
Mr. Yang Yaoren, Deputy Secretary General of the Lijiang Municipal Government, highlighted the achievements made by the Lijiang Federation of Trade Unions under the new era industrial worker reform since last year.
The joint meeting emphasized that, based on our earlier performance in 2022 which was rated 'Good', and following the instructions from Mr. Feng Yuxiang to strive for 'top-tier' excellence under the 'Acting and Advancing' program initiative, we m to achieve a higher rating in this year's reform evaluation by the provincial government.
It is requested that all participating entities:
1 Show great importance towards industrial workers' reform efforts, integrating it effectively into their overall work plans. They should consider the 'Fourteenth Five-Year Plan for Reforming Industrial Workers in Lijiang City' and the Key Tasks for Industrial Workers' Reform in 2023 to identify specific actions aligned with their responsibilities.
2 The provincial evaluation of industrial workers' reform is about to commence, and entities are encouraged to thoroughly review existing data and consolidate relevant records. In order to facilitate this process, they should promptly provide pertinent materials to the Secretariat for Industrial Workers' Reform as required.
3 To ensure that all elements are in place before conducting a self-evaluation, identify potential weaknesses or deficiencies in your work processes and focus on addressing them effectively. Cooperate closely with the Secretariat to support preparatory efforts leading up to the review phase.
4 In tandem with the overall implementation of reforms and demonstration sites construction, departments are advised to provide guidance, use all avlable resources and leverage institutional advantages to overcome any challenges faced by the demonstration sites during their development.
5 Each entity is encouraged to compile summaries on exemplary practices and innovative initiatives related to industrial workers' reform. This should involve sharing these insights with the Secretariat for Industrial Workers Reform through regular information updates.
The attees consisted of representatives from relevant departments including The Development and Reform Commission, State-owned Assets Supervision and Administration Commission, Finance Department, Resources and Social Security Department, Health Commission, Cultural and Tourism Bureau, Chamber of Commerce, Women's Federation as well as members of the Lijiang Union's leadership team.
