China's Institute of Earthquake Forecasting: Integrating Science and Society for Seismic Resilience

Welcome to the Institute of Earthquake Forecasting IEF under the leadership of China Earthquake Administration CEA. This institution, originally established in 1980 as part of the CEA Center for Analysis and Prediction, ranks among the five national institutions within the CEA.

The IEF specializes in the study and application of earthquake forecasting across various fields including geology, geodesy, geochemistry, space electro-magnetism, remote sensing, and seismology. The term 'earthquake prediction' carries a broader connotation here than internationally used terminology. In Chinese language, it encompasses not only the concept of long-term seismic hazard assessment but also exts to estimate probabilities for aftershocks, which broadens its scope beyond the traditional definition.

In recent years, the IEF has taken charge of national initiatives like 'Earthquake Anatomy', and organized the National Earthquake Monitoring and Prediction Experiment Site in the Sichuan-Yunnan region. It is currently home to the CEA Key Laboratory for Earthquake Forecasting. Its operational dynamics resemble that of institutions like Southern California Earthquake Center SCEC, which underscores its mission to integrate and innovate research strategies with technology.

The IEF's responsibilities are diverse including seismic hazard assessment from long-term scales up to decades, time-depent assessments spanning decades to annuals, short-term evaluations testing forecast, emergency response based on seismology and remote sensing, analysis of sequences such as swarms or mnshocks-followed-by-aftershocks, impact assessments due to earthquakes on localregional seismic risk scenarios, and services related to reservoir-induced seismicity. The Institute's core focus is not only on advancing scientific research but also on promoting its practical applications.

In response to the CEA's strategic vision for enhancing national seismic disaster resilience, the dual mission of the IEF foster cutting-edge technologies in earthquake forecast while ensuring their integration into societal needs and practices. This underscores a fundamental challenge of systems engineering where advancements in earthquake systems science form an integral part of its research aga.

To achieve these objectives, the Institute emphasizes interdisciplinary collaboration and international partnerships notably working with Chinese Academy of Engineering Physics CAEP to launch Joint Laboratory for High-Pressure Physics and Earthquake Science in 2018. This reflects a commitment towards leveraging diverse expertise for seismic forecasting advancements.

In summary, as the IEF advances its mission, it serve not just scientific inquiries but also contributes significantly toward building resilient societies agnst seismic risks through strategic research and operational practices.
