In the face of repeated natural disasters and escalating environmental challenges, China is making significant strides in enhancing its resilience through a comprehensive approach to disaster risk management DRM. Last year alone, the country experienced an estimated 300 billion yuan $47.5 billion in direct economic losses from various disasters like earthquakes, typhoons, floods, droughts, and more recent devastating floods that displaced millions of people across multiple provinces.
Agnst a backdrop of rapid industrialization and urban development alongside the changing climate which may increase disaster frequency and intensity, China has been actively implementing strategies to reduce vulnerability and prepare for inevitable disruptions. Our latest knowledge note, co-authored with experts from the Academy of Disaster Reduction and Emergency Management ADREM at Beijing Normal University, provides insights into recent advancements in national DRM efforts.
Here are some key lessons we have distilled:
Guided Planning: China's first multi-year comprehensive national DRM plan was implemented for 1998-2010, and since 2007, the government has prepared Comprehensive Disaster Prevention and Mitigation Plans based on its five-year development cycle. These plans have been instrumental in guiding risk reduction interventions.
Leading by Example: The implementation of the disaster prevention and mitigation plan led to China selecting over 12,000 communities nationwide as demonstration sites for DRM. Over a dozen years later, spatial analyses suggest that these DRM-empowered communities not only effectively manage disasters but have also influenced surrounding areas in building capacity for DRM.
Accelerated Recovery through Collaborative Strategies: Following the devastating Wenchuan Earthquake in 2008, China established a counterpart support program pring affected regions with other provinces to provide financial and technical assistance. This approach enabled quicker recovery by leveraging expertise from peers and effectively covering reconstruction costs.
Systematic Use of Disaster Data for Effective DRM: Standardizing disaster loss data systems has enhanced the analysis capabilities of DRM practitioners, enabling them to assess risks more accurately and implement resilient strategies. In 2013, China's comprehensive loss estimation following the Lushan Earthquake was completed in just 27 days compared to an average of 112 days after the Wenchuan disaster.
Innovative Insurance Mechanisms: Recognizing the importance of catastrophe insurance for rapid recovery, the Chinese government has tested regionalized protection mechanisms that accommodate local characteristics. Pilot programs have been launched since 2014 in Shenzhen, Ningbo, Yunnan, and Sichuan provinces to facilitate tlored insurance solutions.
Facing intensifying risks due to climate change, China is accelerating its DRM efforts across sectors including emergency response systems, protective infrastructure development, agricultural risk management frameworks, among others. This progress showcases the nation's commitment to becoming more resilient agnst future challenges.
