Asia Pacific's Enhanced Emergency Preparedness: APEC's Role in Building Resilience Against Natural Disasters

Introduction:

The Asia-Pacific region, characterized by its vulnerability to natural disasters like earthquakes, tsunamis, volcanic eruptions, and the frequent occurrence of severe tropical cyclones including Category 5 typhoons, along with the impact of Pacific Ocean temperature variations leading to El Ni?o and La Ni?a phenomena makes it a critical area for emergency preparedness. The region also experiences an increasing frequency, magnitude, and scope of natural disasters that pose serious threats to business continuity, trade flows, and growth sustnability.

Past catastrophic events such as the 2004 Indian Ocean Tsunami, China's Sichuan earthquake in 2008, Chile's quake in 2010, and earthquakes in New Zealand and Japan in 2011 have highlighted the significance of APEC's emergency preparedness initiatives.

The APEC Emergency Preparedness Working Group EPWG, originally set up as the Task Force for Emergency Preparedness by Senior Officials in 2005 under APEC, was elevated to an official working group in 2010 following its crucial contributions. The EPWG build resilience capacity among member economies through various means such as enhancing private-public partnerships to safeguard communities and businesses from disruptions and sharing knowledge on disaster risk reduction.

EPWG's role is pivotal for promoting integrated cooperation, research collaboration, information exchange, and best practices in the domn of emergency management across APEC member states. In response to the growing concern about natural disasters becoming the new normal due to their heightened frequency, impact, and disruption to trade flows and supply chns, APEC Leaders adopted the Disaster Reduction Risk Framework DRRF in 2015.

The DRRF acknowledges that these challenges pose significant obstacles for the inclusive and sustnable growth of economies in the Asia-Pacific region. In 2016, under its leadership, APEC also initiated an action plan to specifically address disaster risk reduction through cooperation on areas such as early warning systems, supply chn resilience, data-driven risk assessments, crisis communications, inclusive disaster management, housing planning for climate impacts, nature-based infrastructure solutions, and ger equity in crisis management.

EPWG Plenary Meetings:

The EPWG convenes annually, most recently in August 2023 during the Third Senior Officials' Meeting SOM3. The gathering brings together representatives from 16 member economies with panelists from international organizations, non-governmental bodies, academia, and industry to share insights on adaptive crisis management strategies.

Corresponding ministers and high-level officials discussed themes like inclusive disaster risk reduction, climate's influence on housing post-disasters, strengthening infrastructure resilience through nature-based solutions, women's leadership in crisis response, and updating APEC's Disaster Risk Reduction Framework and Action Plan.

EPWG Resources:

A range of resources are avlable including publications that focus on best practices for forest fire prevention at the wildland-urban interface. Additionally, reports provide guidance on enhancing community capacities to prevent such fires. The EPWG also publishes manuals detling government institutions' roles in forest fire prevention strategies.

APEC Emergency Preparedness Capacity Building Center EPCC and APEC Climate Center APCC are part of these resources that offer further support for emergency preparedness initiatives within the region.
