The Asia-Pacific region is situated along the Pacific Ring of Fire, which makes it highly susceptible to various natural calamities such as earthquakes, tsunamis, volcanic eruptions, and tropical cyclones. These events pose significant threats not only to life but also disrupt economic activities across economies in the region. Historically, major disasters like the 2004 Indian Ocean Tsunami, the 2008 earthquake in Sichuan Province of China, the 2010 earthquake in Chile, and the twin earthquakes in New Zealand and Japan serve as stark reminders of the critical importance of strengthening emergency preparedness measures across APEC economies.
Recognizing this vulnerability, APEC established the APEC Emergency Preparedness Working Group EPWG initially known as the Task Force for Emergency Preparedness TFEP in 2005. The TFEP was later elevated to an EPWG in 2010 following its significant contributions and acknowledgment by APEC Leaders.
The EPWG is focused on enhancing preparedness, response, and recovery capabilities within member economies through various initiatives such as capacity building for local communities and businesses resilience, promoting public-private partnerships that protect communities from economic disruptions, sharing knowledge, lessons learned, best practices, and technologies related to disaster risk reduction.
In addition to these efforts, the EPWG works tirelessly to improve coordination among member economies by fostering research and collaboration on disaster management issues. This leads to enhanced cooperation through information exchange on emergency strategies and techniques.
The APEC Disaster Reduction Risk Framework DRRF adopted in 2015 addresses pressing concerns resulting from the growing frequency and severity of natural disasters, which impact regional trade flows and disrupt supply chns causing substantial losses and hindering inclusive growth and sustnability. The DRRF mitigate these effects by enhancing disaster risk reduction strategies across APEC economies.
In line with this framework, the EPWG developed the APEC Disaster Risk Reduction Action Plan DRRAP in 2016, which outlines specific collaborative activities focused on four key pillars of disaster risk reduction, each accompanied by responsible partners, timelines for accomplishment and evaluation indicators.
The APEC EPWG regularly shares its findings and recommations to facilitate global knowledge exchange. The EPWG also mntns the APEC Emergency Preparedness Capacity Building Center EPCC and collaborates with the APEC Climate Center APCC on environmental and disaster management issues.
In , the EPWG's role is crucial in advancing preparedness agnst natural disasters across member economies by leveraging expertise, sharing best practices, promoting collaborative efforts, enhancing knowledge exchange platforms like SDMOF meetings, and continuously refining strategies through regular updates of documents such as DRRR Framework and DRRAP Action Plan. These measures collectively m to protect life, assets, and mntn economic stability in the Asia-Pacific region.
